This book lists the Torah mitzvos that can be observed today

Second Section – the Negative Commandments

80. It is a negative commandment “do not take revenge against one’s friend.”

As it states in Vayikra (Leviticus) 19:18, “do not take revenge.” Revenge is repaying with a bad action against someone who has wronged him. For example, if one says to his friend, “please give me your ax,” and he does not let him lend it. Then, the next day, his friend asks him for something and he responds, “I am not giving to you, just like you did not give to me.” This is revenge, as it is repaying with a bad action against someone who has wronged him.

This applies in all places and at all times, for men and for women.
