Second Section – the Negative Commandments

32. It is a negative commandment “Do not murder a person.”

As it states in Shemos (Exodus) 20:13, “Do not murder.” If a person murders another person knowingly, he receives the death penalty of decapitation. If he kills another person not through his own actions, but caused another person to die, he does not receive the death penalty from an earthly court, but is given the death penalty by Heaven. If a person destroys a single Jewish soul, it is as he destroyed an entire world. If a person closes another person’s eyes right before his death, it is as he spilled blood.

This applies in all places and at all times, for men and for women.
