The passuk in Parshas V’eschanan says, “Do not add to the thing that I command you.” The Gemara in Rosh HaShanah explains that this passuk refers to Birkas Kohanim. A Kohen may think that since the Torah gave him permission to bless Klal Yisroel, he can add more blessings himself.
Therefore, the Torah warns not to add anything to what Hashem commanded.
