The blessing that YOU WILL listen…..
passuk 28 And the curse IF you don’t listen…

Says the BAAL Haturim
BY the BRACHA (Blessing) it says ASHER TISHMEUN that YOU WILL LISTEN The BRACHA will definitely come true since BACHRIT HAYAMIM in the end all Jews will repent and hearken to the Torah and adhere to the Mitzvoth
But by the curse it says “IF” Would it only be that we don’t sin and the curse will NOT come.

The Gemmara in Kidushin page 40:
A person should always perceive himself as though he were half -guilty and half meritorious …if he does one good deed he has tipped the scale for himself and the whole world toward the side of merit…
SEE..UNDERSTAND I PRESENT BEFORE YOU IN EVERY DEED THAT YOU DO
A BLESSING AND A CURSE
YOUR ACTIONS CAN HAVE THE EFFECT TO EITHER GIVE THE WORLD THE MERIT OR OTHERWISE…
