This book lists the Torah mitzvos that can be observed today
First Section – the Positive Commandments
14. It is a positive commandment to learn Torah and to teach it.
As it says in Devarim (Deuteronomy) 6:7, “And you shall teach it to your children.” This mitzvah requires that words of Torah be constantly in a person’s mouth and he should not stammer over them. Whether the person is rich or poor, young or old, someone full of suffering, or a poor person that takes money from charity by knocking on doors, he is required to set aside time to learn Torah day and night, as it says in Yehoshua (Joshua) 1:8, “And you shall toil in them day and night.” You are required to learn Torah until the day of your death, as it says in Devarim (Deuteronomy) 4:9, “And lest they [the words of Torah] leave from your heart all of the days of your life.”
