The passuk says in Parshas Ki Savo, “The nations of the world will see that the name of Hashem is called upon you…”. Chaza”l comment that this passuk refers to the tefillin that are worn on the head. Poskim learn out from this statement of Chaza”l that the head tefillin should be visible and not covered by one’s talis. However, other opinions state that they should be covered, as it says, “They (the tefillin) are for you a sign,” meaning “for you,” specifically for you and not others. As a compromise, some people cover their tefillin half way.
