Shacharis: Before reciting Baruch Sh’amar, there is no prohibition regarding talking. A person, though, must have honor for a shul and therefore is not allowed to hold conversations which are not considered appropriate in such a place. Between Baruch Sh’amar and Yishtabach, a person is not allowed to hold conversations unless an emergency arises.
