The passuk says in Parshas Vayakhel, “Everyone who hsd a giving heart…” The Gemara in Masechta Shavuos states that not only what one says with his mouth is he supposed to keep, but also that which what he promises in his mind regarding tzedokoh. The Gemera brings this passuk as a source, as it refers to the donor as “one with a giving heart,” meaning that the heart itself gave the gift.
