Although one must ask their local competent Rabbi for its applications, the halachah states that someone who merely decided to donate money in his heart without saying it out loud, is halachicly required to do as he decided. The source of this halachah is in Parshas Pekudei. The Torah refers to the donors as “Nediv Leiv,” which means givers from the heart. The Gemarah in Shavuos learnes from here that as regards tzedokoh, as the Mishkan was, a decision in the heart is enough to require one to give.
