The halachah is that the official community tzedakah of a city requires two people to collect it from the citizens. This way, we avoid any issues of theft or trickery. The source of this halachah is from the Bais HaMikdash. The passuk in Parshas Tetzaveh states, “They will take the gold (from those who were donating to the Mikdash,” Since it is a plural language, “they,” we learn that we must have two people to collect public funds.
