The passuk in Parshas Tetzaveh teaches us that that when taking the gold and other gifts for the Mishkan, there was a requirement that two people would receive them. The Gemarah in Bava Basra learns from here that any community tzedakah must be collected with a minimum of two people. Additionally, the Gemarah expands this halachah to include every position of authority on the community at large must consist of two people.
