Chazal divide the passuk of bircas kohanim into three separate mitzvos –
“Thus you should bless,” “Say to them,” and “Place my name.” Each one is
a positive commandment upon each Kohen to perform. Therefore, Chazal tell us that if there a Kohen is present and does not join in blessing the tzibur, he is liable for being mevatel three commandments.
