The passuk tells in this week’s Parsha that the nations of the world will see that the “name of Hashem” is called upon us. Chaza”l comment that this is referring to the tefillin on one’s head. The Poskim learn from here that while the tefillin on one’s arm should be covered, the tefillin on one’s head should be able to be seen.
