Aveiros between one person and another require a proper apology from the perpetrator and forgiveness from the victim in order for Yom Kippur to atone. The source of this halachah is in this week’s Parsha in the passuk, “Before Hashem you will be purified.” Chaza”l learn from here that only those sins that are before Hashem, not before man, are atoned for on Yom Kippur.
