The Tamlud Yerushalmi comments on a passuk in Parshas Lech L’cha, “You shall surely circumcise the one born in your home…”. Since the Torah states, “You shall surely…” and not a simple command, the Chachomim learn that even a child born circumcised requires another circumcision. The manner that this is done is by drawing blood from the area of the circumcision and having in mind that it should count for his bris milah. This process is called “hatafas dam bris.”
