The halachah states that there are three steps to doing teshuvah – confession, regret, and accepting not to do the sin again. If any of these steps are missing, he has not fulfilled the mitzvah of teshuva. The poskim point out that in the standard nusach of viduy in the machzorim, there is no mention of the acceptance not to perform the sin again. Therefore, everyone should be careful to say this in their own words after the viduy.
